[PATCH] TLI: Add addVectorizableFunctionsFromVecLib.

Address Hal's remarks:

- Move addVectorizableFunctionsFromVecLib from header file.
- Add CL option for specifying vector library.
- Add comment beforei 'enum VectorLibrary'.
