[PATCH] [mips] Expand JAL instructions when PIC is enabled.

Partially addressed review comments.
Changed tests to use -target-abi instead of -mattr.
Removed the .set reorder test (redundant).
Switched away from using llvm-objdump (doesn't work for microMIPS on N64).
Added support for local labels (1b, 2f, etc.).
Updated comments.
