[llvm] r231635 - Revert r231630 - Run LICM pass after loop unrolling pass.

Hi Renato,

Before sending patch out, I've made full test including bootstrap and
llvm-test-suite. But the committed one is slightly changed according to the
feedback of community, and I didn't run a full test on it again. I'll do a
full test before recommit this patch, thanks for your suggestion.
