[PATCH] Add VS2013 Clang builder and slave

CC=clang-cl CXX=clang-cl cmake -G Ninja ..\llvm

There's a few additional variables you have to pass to cmake to set
cxxflags, but that is a bug in the cmake which i plan to address today or
tomorrow. After that, the above command line will just work
