[PATCH] [mips] Remove header files for MipsOs16 & Mips16HardFloat passes. NFC.

Hi dsanders,

Provide the definition and implementation of the correspondent classes
from a single source file. This way we avoid cluttering the Mips directory
with needlesss headers. No functional change intended.
