[PATCH] ScalarEvolution incorrectly assumes that the start of certain add recurrences don't overflow

This more aggressive version of this change that was checked in has caused a regression: http://llvm.org/bugs/show_bug.cgi?id=22641

Unless anyone has a better idea, I'll send in a more pessimistic version of this patch for review (something close to the initial version).
