[PATCH] A bit-tracking DCE Pass

FYI: A number of the review comments here apply to code copied from the ADCE pass (formatting, use of range-based fors, etc.). I've committed those changed to the ADCE pass (r229315 - r229319). I'll also incorporate those changes into the next version of this patch.
