Zachary has resolved this by disabling the build of llvm-pdbdump for
VS 2012 in r227479. Since this tool isn't required as part of the
toolchain, and is in experimental stages, this should get you unstuck
for now. When we drop support for VS 2012, this will be moot; and if
we don't drop support for it, it can be fixed offline instead of
breaking people.
