[PATCH] Update AArch64 ELF relocations to ABI 1.0

This patch adds a number of relocations that were missing and updates
the value of R_AARCH64_NONE (256 -> 0) and the name of
R_AARCH64_TLSDESC_ADR_PAGE21 to match the spec.

Note that relocs.py needs to be rerun to regenerate the test object
for llvm-readobj.
