[PATCH] [X86] Use ADD/SUB instead of INC/DEC for Haswell and Broadwell CPUs

Hi nadav,

This patch enables FeatureSlowIncDec for Haswell and Broadwell processors.
This feature was enabled for KNL and SKX CPUs before.
