[Zorg][PATCH] Add Sphinx documentation factory and builder for LLVM, Clang and LLD

Apologies for the delay. Here's a new version of the patch which
should only notify me and Sean Silva of sphinx documentation build
failures.

Is this okay to commit?

@Galina . Once this is committed can you reload the buildbot config
and fix any errors I've made because I can't test this patch.
