[Polly] Replace the Dependences::isParallelDimension by the IslAst parallelism check

I tested this version on my laptop, thus I run the cloog tests.

The difference to the last version is only one line, I intersected the domain
instead of the range at some point. [Copy and paste error in a part from the
old/removed parallelism check which is now in the cloog codegen.]
