[Polly][Refactor] Make the runtime debug builder globaly available

Hey,

 

I want to use the runtime debug builder during development not only in the
IslCodegeneration but also (actually especially, in LoopGenerator and
BlockGenerator).

For that reason I moved the declaration and definition of the class into
separate files. A nice side effect is that IslCodegeneration isn't that big
any more after these changes.

 

Any concerns?
