[Polly] Replace the Dependences::isParallelDimension by the IslAst parallelism check

Hey Tobias,

 

I mentioned before that we should get rid of the second parallelism check
and you agreed.

You might have noticed I'm cleaning things up at the moment and in in that
spirit I created a patch.

 

I would like to get feedback on this one as it is a really important part
and I did __not__ run the cloog tests!
