[LNT][PATCH] rerun tests which the server said changed

Hi Daniel, 

Here is an update to the rerun patch discussed last year. Attached is a patch for the NT test suite as well as a new rerun test in the LNT test suite.

The patch does not perform well (reruns take quite a while). I’d like to address that in a separate patch.
