For this particular change, llvm-commits was a subscriber from the 
original creation.  This wasn't true for the last one.  I'd figured that 
might be the cause and was careful to do it from the beginning this time.

I'll probably switch to this at some point, but the web interface should 
work.  It's where new contributors are going to go first. Right now, it 
seems like we could have patches being lost.
