[PATCH] [LNT] Various LNT web interface improvements

Of course all dates are stored as UTC, this is only a presentation detail.

UTC times are unintuitive, but they are handy for chatting with people in different time zones.

I have been asked to present local timezones before, so Yi is not the first to want this.

Chandler, can you elaborate on what makes UTC your preference for LNT?
