[PATCH] ARM: Implement big endian bit-conversion for NEON types

I updated the patch:
 * "*" nearest the function name in "lib/Target/ARM/ARMFastISel.cpp"
 * Use i/else in "lib/Target/ARM/ARMISelLowering.cpp"
