For input and awareness.   A handful of patches
to begin working support for the ppc64LE target.

Bits and pieces of support for PPC64LE target.
- update code that builds the .opd section. (no opd section for abiv2)
- update the data layout string
- tweak allowing fpcmp to complete comparisons in LE environment.
