Yes, 9.2 is in wide use, both as a standalone operating system, and as a foundation for derived operating systems in various products and appliances. Also, 9.2 is a supported release (will receive security updates) until September 30, 2014.
It's similar to e.g. Ubuntu -- 13.10 is out, but the three-relases-old 12.04 LTS is still supported and in wide use.
In general not much effort was put into -m32 on FreeBSD until recently. There will be another release from the 9.x stable branch, but I do not believe there is any current plan to backport these changes.
