[PATCH] Add TargetDesc re-factoring to OpenProjects

As discussed in at least two threads, factoring out the target description
infrastructure might be a solution to many problems including (but not
limited to) the Clang driver, exception handling, tools support, automatic
detection and tuning, etc.

Adding that to the list of open projects, hoping that a good soul will find
it intriguing and will take on the daunting task of actually implementing
it.
