[PATCH] Move arm assembler constant pools to ARMTargetStreamer class

Sorry. I lost track of this before.

I agree with the general direction that this should live in the
streamer. I see that there is a new thread. I will assume that it is a
superset of this an continue the review there. Let me know if that is
not the case.
