Right now, I'm looking to solidify the branch. There were some issues that cropped in, but have been fixed. I don't really want to add anything else to the branch at this point unless it's a P0.

These don't really fit into the "major regressions since the last release" category (because MSA is new to 3.4), but it would be good if we can get these fixes into the release_34 branch. They are all MSA specific:
*         r196494 - [mips][msa] Fix issue with immediate fields of LD/ST instructions not being correctly encoded/decoded.
*         r196775 - [mips][msa] Fix suboptimal FrameIndex lowering for ld.[hwd] and st.[hwd].
This commit is only a minor performance improvement but it's necessary to make r196777 apply cleanly.
*         r196777 - [mips][msa] Fix invalid generated code when lowering FrameIndex involving unaligned offsets.
*         r196910 - [mips][msa] Correct sld and sldi builtins.
