[DOCS] Review requested: How to Setup an Arch Linux Buildbot

Hi guys,

This document is one of my usual hyper-detailed documents.  I believe that
newcomers benefit a lot from being shown every single step of the way.  The
next time they walk it, they can themselves chose another way or even
optimize it as they see fit.  But my experience is that it takes "forever"
(10+ hours) to set up a builder on a new OS, if you're not accustomed to
doing so.  I hope that my guide will reduce the amount of time needed and
make the procedure so clear that many more opt to provide builders for the
LLVM project.

I hope that you'll find errors and come up with some great suggestions, but
I'd like to draw attention to the fact that creating a document like this
takes 25-50 hours.  The procedure must be researched, tried out, written
down, formatted, tested, and then reviewed.  Please keep that in mind when
you comment :-)  In fact, I still need the last, ultimate test (to reformat
my system and go through it all one more time), but I simply haven't had
the time to do so yet.
