[PATCH] [mips][msa] Build all the tests in little and big endian modes and correct an incorrect test.

  Removed dependency on {D1374}.

  Split little endian tests from basic_operations.ll into basic_operations_little.ll
  to remove the dependency on D1374.
  When D1374 is committed this can be easily merged back into a single file.
