[PATCH] Add a 'covers' operation to LiveRange

This builds on the liveinterval refactoring patches as previously reviewed (http://lists.cs.uiuc.edu/pipermail/llvm-commits/Week-of-Mon-20130902/187212.html)
and will be a prerequesite for the subreg liveness tracking patches.
