[PATCH] Documentation. Move the description of attribute nonlazybind to preserve the alphabetical order

Hi all,
This patch simply reorders the description of attribute 'nonlazybind' in 
docs/LangRef.rst to preserve the alphabetical order of function attributes 
.
If ok, could you please submit this change for me?
