[PATCH] Documentation. Missing description for function attribute minsize

Hi all,

While looking at the LangRef.rst I noticed that LangRef.rst lacks of a 
description for the minsize function attribute.
I attached a patch that adds a description for it.
While at it, I slightly changed the description of 'optsize' to 
differentiate it from 'minsize' and I reordered attribute nonlazybind to 
preserve the alphabetical order.

If you think the change is ok, then could you please submit it for me?
