[PATCH] #16530 ‘dladdr’ was not declared in this scope

1. Use AC_USE_SYSTEM_EXTENSIONS for autotools
2. Simulate autotools in include/llvm/Config/config.h.cmake
3. Make use of dlfcn.h in lib/Support/Unix/Path.inc for dladdr

Built with autotools and cmake on linux and solaris 11.
