[PATCH] Expose option EnableGlobalMerge from ARMTargetMachine

Hi,

 

This patch exposes EnableGlobalMerge to other libs/drivers they
enable/disable the pass.

For example, RenderScript compiler driver may turn it off in some cases. 



Please help to review the patch.
