I've submitted an updated test case which adds the trip 
-mtriple=mipsel-linux-gnu .

The underlying problem is some kind of either generic llc or mips 
specific llc bug where when the target is not specified, it uses the 
host to figure it out.

The default should be the same no matter what so I will look into this.

In the case running on darwin makes it think that the target is not linux.

Officially we are just doing linux at this time but the compiler does 
work for bare metal and some people use it for that so I need to make 
sure that the mips16 compiler (which is often used for bare metal), can 
handle these small data sections.

But, none of this is relevant to this current patch for mips16/mips32 
floating point interoperability but I need to attend to these two issues.

I will two bugs against myself at Mips for these issues.
