ARM LNT buildbot

Galina,

Since the Pandas are now fast enough, I want to disable the current A15
buildbot as check-all and enable it as LNT. The attached patch comments out
the previous bot (I'm waiting for more A15 boards to come) and adds the new
config.

Good to commit?
