You can get them from looking at the binutils source. Binutils is 
reality no matter how you look at it. That is usually what I look at to 
be sure.

If you unpack binutils and look at include/elf/mips.h .

Mips elf and various abis have been worked on by various people and at 
various times over the years. The documentation is scattered.

There are various versions of the header files in various distributions.
