[llvm-commits] Reloc function mask helper

This patch implements a helper that will scatter the target symbol
address/offset as per the bit pattern specified to the function. The hexagon
architecture and I assume lot other RISC/VLIW architectures have dozens of
relocations. This will make it easier to implement their fixups.
