David, excuse me, I have reverted it in r170128 to unbreak selfhosting.

It seems isKnownToBeAPowerOfTwo(X) assumes (1 << n) always non-zero.
(It might be "non-zero, or undefined")

I am investigating "undefined behavior" in clang.
