I agree that MCContext has nothing to do with a pass, it just needs methods to make sure it is ready to go (startup) and cleared up after use (cleanup) so that it can be reused. We need to reuse it otherwise this would mean re-implementing MachineModuleInfo or adding a level of indirection and re-allocating every time which is exactly what we are trying to avoid to save compile time.

Are people arguing over names or what needs to happen? The only thing that needs to happen to enable compile time savings is the reuse of the context object across multiple modules, which requires a reset/startup/cleanup or something of that nature.
