The encoding fixes to get the integrated-as working were small and safe. I approve the following commits for merging into the release:
r167861, r167862, r167863, r167875, r167860, r167864
(Ulrich, please let me know if that list is incomplete).

Also, this one is appropriate for merging:
r167737 - Make TOC contents deterministic

Pawel, I'll be happy to handle the merging for you (once you have the ownership situation straightened out and re-open the release branch).

Also, we should request that r167855 (a MachineCSE bug fix) be merged into the release. I'm not the relevant owner, however.
