[llvm-commits] [PATCH] capitalize LLVM, and mention bugzilla

People aren't actually supposed to report bugs by emailing
llvmbugs at cs.uiuc.edu, are they? (this is what shows up in ./configure
--help right now.)

Also fix some double-square-brackets, which was causing bizarreness
like installing docs in /usr/share/-llvm-/ as autoconf lowered the
non-alphanumeric characters [] into hyphens when forming the
PACKAGE_TARNAME.
