[llvm-commits] Update to latest versions of config.guess and config.sub from GNU mainline

The license on config.sub and config.guess is still GPLv2+.  But it hardly
matters.  That license applies only to the script itself, no matter what
package you include it in.  Since there is no binary form of a shell
script, and even if there were, you don't include these things in anything
you produce, only in the source distribution of your package, effectively
the only requirement of the license is that you include a copy of the GPLv2
in your source distribution.

Furthermore, both these files have a special exception that exempts you
from even that if you are using an Autoconf-generated configure script:

# As a special exception to the GNU General Public License, if you
# distribute this file as part of a program that contains a
# configuration script generated by Autoconf, you may include it under
# the same distribution terms that you use for the rest of that program.
