[llvm-commits] Cygwin patch

Plugin functionality won't work on windows targets at all (in any
case, patch is incorrect, since it does not use llvm-config
functionaly, which takes care about library dependencies).

As I already told several times, hello plugin should be disabled at
all on all windows targets. The testcase should be XFAIL'ed as well.

I'll take care about this issue as soon as I return from the trip.
