Does any target need it?  I can't see why it would.  By the way, there seems to
be some overloading of the term "frame moves".  There are moves that tell the
unwinder how to restore registers.  But the debug info has something similar
which tells where to find values for variables.  So I'd rather talk of EHMoves
rather than FrameMoves (though even better would be to remove this parameter).
