Log message:

1) Measure the actual time the optimize a file, rather than just the time to pass it through opt
2) Measure the optimization time of the raw bytecode, rather than the time to reoptimized the already optimized bytecode.

NOTE: This will SIGNIFICANTLY increase GCCAS times on the nightly testers.  This is not an error.  The previously reported times were not an accurate reflection of real optimization times.
