Changes in directory llvm/docs:

doxygen.cfg.in updated: 1.11 -> 1.12
doxygen.css updated: 1.3 -> 1.4
doxygen.footer updated: 1.4 -> 1.5
---
Log message:

Upgrade in preparation for doxygen 1.4.4. The config file format changed,
there are new/different css styles to support, and the footer was woefully
out of date.
