path_tclsh.m4 updated: 1.1 -> 1.2

Log message:

* Make sure the cache variable gets cached
* Don't search a bunch of .. directories for something we'd never find, 
  because we don't imbed tclsh into LLVM.
* Look for various tclsh versions because some platforms don't install the
  tclsh link but just have tclsh8.3 or tclsh8.4 or some such.
