Yes, the standard changed. This was C++ core issue 727
(http://wg21.link/cwg727), voted into Defect Report status by CWG Motion 3 (and
also Motion 1?!) at the February/March 2017 WG21 meeting.
Following our normal policy, resolutions for issues in DR status are applied
retroactively.
