r325763 led to a change in how synthetic sections behave in layout when there
are no non-empty input sections in their linker script entry, but when there
are other commands, e.g. BYTE or symbol assignments. I'll post on
https://reviews.llvm.org/D43574 to highlight the bit of offending code for
this.
