I would like to add a product/component so people can file bugs against the
git-llvm script which is used to commit to svn from a monorepo checkout.

This doesn't seem to fit in any existing product, so I suggest we add the
following:

Product: LLVM Utilities
Description: Utilities in llvm/utils.

Component: git-llvm
Description: Util for committing to SVN from monorepo checkout.
