We currently abort the compilation pipeline halfway through when we're
preparing for ThinLTO, expecting to run the remaining passes in the linker.
This doesn't happen at --lto-O0 which means that we miss out on a number of
optimization passes, notably the vectorizer. --lto-O0 should be almost
equivalent to compiling without LTO, so we need to run the rest of the
compilation pipeline in the linker at --lto-O0.
