I've added it to the list of installed targets in r338495, so it will be part
of the next snapshot at http://llvm.org/builds/ and also the upcoming 7.0.0
release.

However, I'm not sure how ready the tool is for prime time. For example, in
Chromium we still use Nico's https://github.com/nico/hack/blob/master/res/rc.cc

If you want to contribute towards making llvm-rc better, patches would be very
welcome :-)
