clang-tidy is now included in the general release.

Lots of things have been added to clang-tidy lately.

None of those things are mentioned in Clang 3.8 Release Notes.

In future releases, changes to everything that is included in the built
distribution package (clang-tidy, clang-format, whatever) should be included in
the release notes.
